At the end of 2020, as part of the Environmental Regulation 2020, the government announced the phasing out of gas or oil heating for new buildings. Due to the health crisis related to Covid-19, the measure was postponed, and a decree came into force on July 1, 2022. Since then, it is no longer possible to install oil-fired boilers in new buildings, unless an exemption is granted.

Oil-fired heating is still widely used and appreciated for its efficiency. But this fuel generates CO2 emissions that are incompatible with the objectives of the fight against global warming.
Concerned about drastically reducing the production of greenhouse gases, the French government has confirmed its desire to eliminate this type of device by the end of the decade, in favor of renewable energy sources (solar, wind, hydraulic, heat extracted from the outside air). This is why the installation of oil-fired boilers is prohibited since July 1, 2022. The initial date was set for January of the same year, but the Ministry of Ecological Transition pushed it back six months following the obvious concerns of those concerned.
Specifically, since July 1, 2022, new equipment installed for heating or domestic hot water production in new or existing residential or professional buildings must comply with a greenhouse gas emission ceiling of 300 gCO2eq/KWh PCI.
In other words, any new construction will end up with an appliance that is less polluting than almost all gas boilers, regardless of how they operate. And if your system permanently fails, you'll have to change your heating energy.

The most efficient models available today are electric inertial heaters (dry or fluid). They offer a comfort similar to central heating, distributing heat evenly in the room by radiation. In response to soaring energy prices exacerbated by the war in Ukraine, the government proposed an economic and social resilience plan in mid-March.
Within this framework, from April 15 to December 31, 2022, the MaPrimeRénov grant is increased by 1,000 euros and can reach 11,000 euros, to encourage individuals to replace their oil or gas boilers with heat pumps (including hybrids) or biomass boilers, regardless of household income. Note that subsidies for the installation of new gas boilers should stop from 1 January 2023.
The government has less stringent requirements for older homes because replacing the boiler with another heating method would be a complicated and expensive job.
